He has a PhD in Economic Sciences from the University of Barcelona and is specialised in the areas of governance, public management, the analysis of public policies, and problems with democratic innovation. On these topics he has published various books and articles in the media such as in El País and on ElDiario.es, with which he collaborates regularly.

Between 2017 and 2019, he was a Delegate of Culture to the Town Council of Barcelona, and between 2019 and 2021 Deputy Mayor of Culture, Education, Science, and Community at the same Town Council. Subsequently, between December 2021 and November 2023, he served as the Minister of Universities for the Spanish government.
